0.1 percent of the Central American minors illegally entering the U.S. having been deported in Fiscal Year 2013!

A recent bombshell memo leaked from the Department of Homeland Security indicates that public assertions made recently by the administration has been anything but truthful. Obama likes to claim he has deported more illegal immigrants than any president, but this breaking story paints a different picture.

Much of the information contained in the memo, leaked by a confidential source on the inside, demonstrates the immigration crisis is actually worse than the media reports, and the government’s refusal to deport unaccompanied minors who come into the country.

The report, identified as “De-Classified” and “Law Enforcement Sensitive,” reveals the fact that only 0.1 percent of the Central American minors illegally entering the U.S. having been deported in Fiscal Year 2013, down from two percent prior, plays a significant role in why the current border crisis is occurring.

The DHS-ICE agency report admits the fact that 98 percent are allowed to stay is a significant draw for the minors to come into the United States. The agency acknowledges that conditions in Central America play a role in why the wave is occurring, but directly contradicts the assertion that such conditions are the only significant reason the crisis exists. The report directly contradicts any assertion U.S. government refusals to deport illegal immigrants is not a significant factor in why the crisis is occurring.

The report further reveals that Central American nations are doing little to curb the flow of illegal immigration to the U.S. and attributes the lack of efforts in the host nations to stop the flow to the nations wanting their nationals to send money back home from the United States. The report also indicates that family members from the host nations already residing in the U.S. is a major draw for the current crisis. This indicates that illegal aliens already within the U.S. are possibly drawing more to illegally migrate north.

The report states:

Migration pull factors include reunification with family members already in the United States and successful migration attempts; that is, most (98 percent) OTM UCs are issued a Notice to Appear and not immediately removed from the United States. Last year, only 1,700 UCs were repatriated to their home countries.” The report also clarifies the statement: HSI-Intel assesses with high confidence that reunification with family members already in the United States continues to be a pull factor for UCs from El Salvador, Guatemala, and Honduras.

The report also states:

No single factor causes OTM UC migration to the United States. Rather, several factors combine to cause this, including poor economies and violence in home countries, potential employment opportunities in the United States, family reunification, and success at not being immediately repatriated drive OTM UC migration to the United States.

The BLM removed armed federal agents from Bunkeville and near the Bundy ranch, but another possible “land grab” or range war appears to be brewing in Texas. Fellow rancher Tommy Henderson has been fighting the BLM for 30 years, and appears to be losing yet another round in the battle.

Tommy Henderson is locked in a property rights fight with the BLM. Although many students are taught in geography class that the border between Texas and Oklahoma is the Red River, the issue is far more complicated than that, according to the Bureau of Land Management. The BLM used an ongoing debate over the border to nab 140 acres of land Henderson’s failed lawsuit against the agency three decades ago.

BLM is now using the Tommy Henderson lawsuit ruling as a precedent to seize even more of his land along a 116-mile stretch of the river which the agency claims never belonged to Texas in the first place. Henderson holds a deed to the 90,000 acres, but such a legal document did not prevent him from losing the 140-acre parcel he had labored over and paid property taxes on for years.

Henderson had this to say about the emerging Red River range war in Texas:

“They’re wanting to take the boundaries that the courts placed here and extend those east and west to the forks of the river north of Vernon and east to the 98th Meridian which is about 20 miles east of us.”

If the BLM is successful in its bid to seize the 90,000 owned by the Texas rancher, it would substantially alter the boundaries between the two states. The fight boils down to the difference between avulsion and accretion. The river has moved over time and the boundary is supposed to be noted as the vegetation line along the south side of the waterway. Both states use different semantics to define the boundary, according to the Americas Freedom Fighters website. The BLM has allegedly been able to capitalize on the confusion in the bid to seize Henderson’s land. Oklahoma state statute defines avulsion in a different manner than both the United States government and Texas.

A statement from the BLM about the possible land seizure in Texas reads:

“BLM officials believe they have a responsibility to manage land they believe is federal which includes an estimated 90,000 acres along 116 miles of the Red River. If the land is found to be public, BLM officials say they have three options: leave the land open, closed, or open with limitations.”

The BLM also contends that in the Red River there is always accretion – the gradual accumulation of sediment, to the south. The federal agency also stated that avulsion, the rapid formation of a new river channel, occurs on the north side of the river. The Bureau of Land Management believes that since the boundary between Texas and Oklahoma only moves in one direction – and that direction has not favored the ranchers working the land along the Red River. If the agency is able to redraw the Red River boundary it will include Tommy Henderson’s 90,000 acre ranch. If the BLM seizes the land, claiming that is should never have been privately owned due to the boundary dispute, grazing of cattle could still be an option – but will come at a price.

Tommy Henderson also had this to say about the very real possibility of losing his ranch:

“How can BLM come in and say, ‘Hey, this isn’t yours.’ Even though its patented from the state, you’ve always paid taxes on it. Our family paid taxes for over 100 years on this place. We’ve got a deed to it. But yet they walked in and said it wasn’t ours. Originally, here the river was out there where it is now and it eroded and accreted up to here, and then it eroded and accreted back. Well, their interpretation is that it eroded up to here but avulsed back. So when you listen to them it is always erosion to the south because the property line follows it then, but it’s always avulsion when it goes north. So the boundary can move south but it can never move back north.”

A boundary change could land families who have be considered Texans for generations on the other side of the line and actually suddenly find themselves Oklahoma residents.

Officials say that the Laney’s can redeem their 80 cattle for $40,950 !

Southwest New Mexico – The Diamond Bar Ranch was acquired by the Laney family in 1986, and its adjacent Laney Cattle Company was allowed to utilize grazing lands since 1883. According to the US Forest Service, however, they are no longer entitled to do so, and the USFS has posted notices along the fence line of their property advising people not to attempt to enter the ranch. Lands are being seized, and the cattle removed, “one way or the other.”
Now they say that the cattle may be redeemed if the Laney’s pay for the costs of rounding up the 80 head of cattle… a hefty $40,950.

Reductions in the herds, loss of appeals, a hard life all because of a fish!

Originally, the Laney property was just 115 acres surrounded by around 144,000 acres of public lands for which Mr. Laney paid grazing rights. But after a “study” by the U.S. Fish and Wildlife Service decided that the lands could not sustain his 1,188 head of cattle, the Forest Service reduced his cattle herd to a meager 300 head.
Kit’s fight for the land and the ranching lifestyle cost him dearly over the years, even to the point of a divorce, as both Kit and Sherry grew exhausted from the battle. They were barred from improvements on the “wilderness” land for several years, which required them to ride out to livestock on horseback rather than hop in a truck. That and the continual stress of appeals, took a toll, though they eventually reconciled.
Oh, and this one is over an “endangered species” called the “Gila Trout,” in case you were wondering.

The continuation of a battle

On Saturday, April 12, Kit Laney was served with a notice that his ranch would be shut down on Wednesday and his 300 head of “trespass” cattle removed from the land. This situation comes just a week after Rancher Cliven Bundy had a similar situation in Nevada.
New Mexico’s “Brand Law” states that cattle cannot be transported across state lines without permission from the State Livestock Board. According to a Tea Party Tribune article, Catron County Sheriff Cliff Snyder notified the Forest Service that he will demand that law be enforced, and that cattle “cannot be shipped and sold without being in direct violation of NM Statute.”

Unfortunately,in the case of Mr. Bundy, the federal agents just killed some of the cattle that wouldn’t move without regard to the law or any vestige of conscience. In this case, federal agents say the cattle are being held at an undisclosed area out of the state. Apparently the feds slipped past the Sheriff.

Water Rights


Water rights
are a significant issue in the Laney Cattle Company/Diamond Bar controversy. The courts have been siding with the Forest Service, stating that just because someone has been there a long time, doesn’t necessarily mean they have rights to use public lands or water. Laney attorneys used the Mining Act to show private rights to the water and land, but the court rejected the argument. They are currently working hard to prepare their case for court yet again, this time with references to other cases, including the Wayne Hage decision from last year in Nevada.

The Denver Post wrote in 2005,

“When the Forest Service slashed the number of cattle he could run, Laney refused to sign his permit and grazed his cattle in the wilderness anyway. When the Forest Service hired contractors to remove the animals, he confronted them, charging them on horseback and whipping one man with his reins, according to an indictment.”

Mr. Laney was subsequently arrested , convicted, and spent five months in federal prison. Today, he is still a rancher, who now is facing the loss of everything he once loved. Some people believe he is a law-breaking fool. Others see him as a hero. But a man who has always been a rancher, a man who loves his cattle and the land, has fought with all his might to stop the confiscation of land and property that has been his entire life.

The Bureau of Land Management, whose director was Sen. Harry Reid’s (D-Nev.) former senior adviser, has purged documents from its web site stating that the agency wants Nevada rancher Cliven Bundy’s cattle off of the land his family has worked for over 140 years in order to make way for solar panel power stations.

Deleted from BLM.gov but reposted for posterity by the Free Republic, the BLM document entitled “Cattle Trespass Impacts” directly states that Bundy’s cattle “impacts” solar development, more specifically the construction of “utility-scale solar power generation facilities” on “public lands.”

“Non-Governmental Organizations have expressed concern that the regional mitigation strategy for the Dry Lake Solar Energy Zone utilizes Gold Butte as the location for offsite mitigation for impacts from solar development, and that those restoration activities are not durable with the presence of trespass cattle,” the document states.

Another BLM report entitled Regional Mitigation Strategy for the Dry Lake Solar Energy Zone (BLM Technical Note 444) reveals that Bundy’s land in question is within the “Dry Lake Solar Energy Zone and surrounding area” which is part of a broad U.S. Department of Energy program for “Solar Energy Development in Six Southwestern States” on land “managed” by BLM.

“In 2012, the BLM and the U.S. Department of Energy published the Final Programmatic Environmental Impact Statement (PEIS) for Solar Energy Development in Six Southwestern States,” the report reads. “The Final Solar Programmatic Environmental Impact Statement assessed the impact of utility-scale solar energy development on public lands in the six southwestern states of Arizona, California, Colorado, Nevada, New Mexico, and Utah.”

“The Approved Resource Management Plan Amendments/Record of Decision (ROD) for Solar Energy Development in Six Southwestern States implemented a comprehensive solar energy program for public lands in those states and incorporated land use allocations and programmatic and SEZ-specific design features into land use plans in the six-state study area.”

Back in 2012, the New American reported that Harry Reid’s son, Rory Reid, was the chief representative for a Chinese energy firm planning to build a $5-billion solar plant on public land in Laughlin, Nevada.

And journalist Marcus Stern with Reuters also reported that Sen. Reid was heavily involved in the deal as well.

“[Reid] and his oldest son, Rory, are both involved in an effort by a Chinese energy giant, ENN Energy Group, to build a $5 billion solar farm and panel manufacturing plant in the southern Nevada desert,” he wrote. “Reid has been one of the project’s most prominent advocates, helping recruit the company during a 2011 trip to China and applying his political muscle on behalf of the project in Nevada.”

“His son, a lawyer with a prominent Las Vegas firm that is representing ENN, helped it locate a 9,000-acre (3,600-hectare) desert site that it is buying well below appraised value from Clark County, where Rory Reid formerly chaired the county commission.”

Although these reports are in plain view, the mainstream media has so far ignored this link.

The BLM’s official reason for encircling the Bundy family with sniper teams and helicopters was to protect the endangered desert tortoise, which the agency has previously been killing in mass due to “budget constraints.”

“A tortoise isn’t the reason why BLM is harassing a 67 year-old rancher; they want his land,” journalist Dana Loesch wrote. “The tortoise wasn’t of concern when [U.S. Senator] Harry Reid worked with BLM to literally change the boundaries of the tortoise’s habitat to accommodate the development of his top donor, Harvey Whittemore.”

“Reid is accused of using the new BLM chief as a puppet to control Nevada land (already over 84% of which is owned by the federal government) and pay back special interests,” she added. “BLM has proven that they’ve a situational concern for the desert tortoise as they’ve had no problem waiving their rules concerning wind or solar power development. Clearly these developments have vastly affected a tortoise habitat more than a century-old, quasi-homesteading grazing area.”

Human Events– Commanders have ordered a U.S. military unit in Afghanistan to patrol with unloaded weapons, according to a source in Afghanistan. American soldiers in at least one unit have been ordered to conduct patrols without a round chambered in their weapons, an anonymous source stationed at a forward operating base in Afghanistan said in an interview.

When a weapon has a loaded magazine, but the safety is on and no round is chambered, the military refers to this condition as “amber status.” Weapons on “red status” are ready to fire—they have a round in the chamber and the safety is off.
“Our overall aim is to defeat the insurgency which means we must gain and then maintain the support of the Afghan population,” said Lieutenant Commander Iain Baxter, a spokesman for NATO’s International Security Assistance Force (ISAF) in a statement to HUMAN EVENTS.

“This must be the objective of every action taken by ISAF service members, and it calls for responses that de-escalate situations where the use of deadly force may not be necessary. In doing this, leaders at all levels make enormous efforts to ensure that troops balance their own protection with the protection of the Afghan population.”
“The idea that any combat unit would conduct any operation, including patrolling and even manning a security post—in which direct action may or may not take place—and not having weapons loaded, borders on being criminally negligent in my opinion,” says Lt. Col. W. Thomas Smith Jr., a recognized expert on terrorism and military issues. “This is nothing more than infusing politically correct restrictions into already overly restrictive rules of engagement. And this PC nonsense is going to get people killed.”

According to Smith, “American soldiers are highly skilled in the use of ‘loaded’ weapons, and so should be trusted to operate with ‘loaded’ weapons. If someone overseeing decisions on ROE [rules of engagement] thinks not, then ratchet up training. But don’t put a man on the street and force him to go through multiple prompts when a gunfight breaks out. Remember, the situation can go from quiet to kinetic in half the time it takes to breathe.”
In an ambush situation, just how long does it take to engage a target when your weapon isn’t already loaded? “Too long,” states Sandy Daniel, military veteran and deputy director of the Victory Institute. “The first couple of seconds in an ambush are critical, and when that block of time is used to load a weapon instead of firing, you are losing the time you need to stay alive. Patrolling without a chambered round is suicide.”

A Ruby Ridge-style standoff is brewing in Nevada, where dozens of armed federal agents are closing in on cattle rancher Cliven Bundy over claims that Bundy has allowed his cows to graze illegally on government land, endangering a protected species of tortoise.

Vowing to take a stand for, “your liberty and freedom,” Bundy says he is prepared to be killed as authorities surround a 600,000 acre section of public land as a result of Bundy violating a 1993 Bureau of Land Management ruling which changed grazing rights in order to protect the endangered desert tortoise.
“With all these rangers and all this force that is out here, they are only after one man right now. They are after Cliven Bundy. Whether they want to incarcerate me or whether they want to shoot me in the back, they are after me. But that is not all that is at stake here. Your liberty and freedom is at stake,” Bundy said.
Bundy’s refusal to recognize federal authority over the land under dispute and his failure to pay tens of thousands of dollars in grazing fees stems from his assertion that his family’s history trumps bureaucracy.
“My forefathers have been up and down the Virgin Valley ever since 1877. All these rights I claim have been created through pre-emptive rights and beneficial use of the forage and water. I have been here longer. My rights are before the BLM even existed,” Bundy said.
Accusing feds of seizing Nevada’s sovereignty, Bundy says he has fought the battle legally, through the media, and is now gearing up to fight it physically.
“Armed agents are forming a a military-like staging area to prevent anyone from approaching the area,” writes Mike Paczesny.
Bundy asserts that his case is emblematic of how America has been transformed into a “police state,” labeling the government’s actions “pathetic”.
Hundreds of federal officials, aided by helicopters, low flying aircraft and hired cowboys, began rounding up Bundy’s cattle on Saturday as Bundy accused them of “trespassing,” adding that the impact will only serve to raise beef prices for residents of Las Vegas 80 miles away.
Feds postponed a similar raid in 2012 over fears the action would spur violence. Bundy has drawn a lot of support from the local community and protesters are heading to the area to demand authorities back off.
Officials have created a taped off “First Amendment Area” where demonstrators can voice their concerns. A sign placed inside the area reads “Welcome to Amerika – Wake Up” alongside a hammer and sickle logo.
“The rights were created for us,” Bundy told the Las Vegas Review Journal. “I have the right to use the forage. I have water rights. I have access rights. I have range improvement rights, and I claim all the other rights that the citizens of Nevada have, whether it’s to camp, to fish or to go off road.”
Addressing the justification of seizing the cattle to protect a species of tortoise, Bundy stated, “I’ll never get it. If it weren’t for our cattle, there’d be more brush fires out here. The tortoises eat the cow manure, too. It’s filled with protein.
”The standoff has echoes of the 1992 Ruby Ridge incident, during which Randy Weaver, accused of selling an ATF agent two illegal sawed-off shotguns, became embroiled in a tragic confrontation with the the United States Marshals Service (USMS) and the FBI, resulting in the death of Weaver’s son Sammy, his wife Vicki, and Deputy U.S. Marshal William Francis Degan.
The story also brings back memories of New Hampshire couple Ed and Elaine Brown, who were involved in a nine month standoff with armed law enforcement and feds as a result of their refusal to pay income tax. The Browns were later convicted of “plotting to kill federal agents” because of their refusal to surrender and were both given de facto life sentences.
In a series of YouTube videos, Cliven Bundy and his wife outline the background behind their decision to take a stand against the feds, arguing that their fight is a constitutionally-driven line in the sand to push back against the usurpation of big government.

(CNSNews.com) – The National Institutes of Health (NIH) is spending $398,213 on a project studying whether paying male Mexican sex workers for being free of sexually transmitted diseases will increase condom use.

The study, “Conditional Economic Incentives to Reduce HIV Risks: A Pilot in Mexico,” began in June 2011 and is funded through the end of May 2014.

“The working hypothesis is that a program with modest economic incentives to stay free of sexually transmitted infections (STI) can be implemented among MSW (male sex workers) to incentivize condom use and reduction of sex partners,” the abstract of the study says. “We hypothesize that CEI (conditional economic incentives) treatment groups will exhibit greater program participation and retention rates as compared to the control group.”

The study includes male sex workers in Mexico City, who first must attend a workshop on the benefits of condom use and “condom negotiation” before they are broken up into smaller groups.

According to the study abstract, one group of 100 individuals will “receive low incentive ($200 pesos/each time) only if they are free of STIs at months 6 and 12.”

Another group of 100 will receive high incentives “($500 pesos/each time) if they are free of STIs at months 6 and 12.”

The control group of 100 does not receive any money regardless if they are STI free or not.

Attempts by CNSNews.com to contact Project Leader Dr. Omar Galarraga of Brown University to discuss the study went unreturned.

However, some early results of Dr. Galarraga’s findings were recently published in The European Journal of Health Economics.

A Brown University article on the publication quotes Galarraga: ‘We’re trying to prevent HIV from spreading and we are trying to save money,’ said public health economist Omar Galarraga, assistant professor of health services policy and practice and lead author of the study published in the European Journal of Health Economics.”

“We want to make sure that every dollar spent has the greatest impact.”

“Through detailed questionnaires administered to 1,745 gay men 18-25 years of age, Galarraga and his colleagues in Mexico’s Institute for Public Health (INSP) found that at a rate of $288 a year, more than three-quarters of the men would attend monthly prevention talks, engage in testing for sexually transmitted infections, and pledge to stay free of STI’s with testing to verify that. To obtain a similar level of participation among the 5.1 percent of the sample who were male sex workers, the price was much lower: $156 a year.”

“The target population seems generally very well-disposed to participate in these types of programs at prices which are consistent with other social programs currently in place in Mexico for preventing other health risks,” Galarraga said.

When questioned about the goals of the study, NIH replied, “NIH research addresses the full spectrum of human health across all populations of Americans. Research into unhealthy human behaviors that are estimated to be the proximal cause of more than half of the disease burden in the U.S. will continue to be an important area of research supported by NIH.”

“Only by developing effective prevention and treatment strategies for health-injuring behaviors can we reduce the disease burden in the U.S. and thus, enhance health and lengthen life, which is the mission of the NIH.”
